Exeter Nightingale reopens because Devon hospital is 'busy' - even though it was 88% full last week

Bosses at the Royal Devon and Exeter Hospital insisting their wards were 'very busy'. They had on average 85 out of 647 beds filled with Covid-19 patients in the week ending November 17.
